Stuck in Darwin after boot

A friend of mine is stuck in Darwin every time he reboots, and does not get the usual login window. He said that he he sees "Waiting for Application Services..." for a while then gets kicked back to a prompt.

This is under 10.2.8.

Does anyone remember the fix to this?

Reinstall. Actually, why'll you at it, install Panther.
