Startup/Restart QS 733 Problems

I have a QS 733, nVidia GeforceMX2, 512MB Ram and am now runing Panther 10.3.1. I started haveing problems with the machine with my 10.2.8 update. When the machine is shutdown the fan and hd's stop but the light on the front of the Mac will not shutoff. To turn the machine back on I have to unplug the machine, wait 10 secs, then plug it in, at which time it gives off one long tone then the startup chim and then boots me to the firmware white screen. After typing mac-boot the machine does a normal start and has no other problems. If I restart it also boots to the firmware screen.
I have tried reseting the PRAM, checking the battery(3.64 volts), reseting the s1 switch, upgrading to Panther, and tried to reset the nvram in the firmware.
Does anybody have any ideas?
