How do I submit a bug report to Apple?

I have a problem with spring loaded folders that I described in a thread below..(Panther Spring-Loaded Folders Problem.. PLEASE HELP) and the same problem was verified by another Panther user.

How do I go about submitting a bug report to Apple? There is a 'bug report' option in Safari, and when applications crash, but this is a bug with the way the spring loaded folders in the finder work.

Any help will be appreciated,

The other (better) option is bugreporter but you need to register (for free) with ADC.
