Restart Required for New Network Settings?

It seems that I can't get new network settings to stick in 10.2.6 without restarting... is this supposed to happen?

Yes yes I clicked apply. And now my problem is just bizarre.
At home here we have a network connected to a DSL line. We normally have three computers connected to the hub: a dual 1.25 G4, a dell with Windows XP, and an IBM laptop with Windows 2000.
Everything was fine, and then one day the internet and the network just stopped working. Eventually we got it all to work by switching to a different hub. So once we switched hubs everything was fine, and all three computers' internet connections worked.
Now, for whatever reason, the internet connection on the G4 just simply dropped. The network settings on the G4 were always set to "use DHCP." So then I tried using DHCP with a manual IP, which worked - for a while. Then it just died. So I changed the IP. Then it worked again, and then it died. And now no matter what IP I put in, the G4 will not go online.
Now, we have an old B&W G3 lying around. So I unplugged the network wire from the G4 and put it in the G3. I turned on the G3... and immediately it recognizes the network and can go online, set to "use DHCP."
I am so, so, so confused. Help??

Sounds as if there's some cache or preferences file is running wild. Maybe someone here knows offhand where the network settings are stored and you just delete it or move it away so the system can start from scratch.

It sounds very much like you have conflicting network settings on several of the devices.
It would help to know more about your network. If you set the computers to use DHCP, where are they getting their DHCP address from? What address range is the DHCP server configured for? If you're putting in IP addresses manually, what addresses are you putting in? Is NAT involved? Do you have a firewall? Etc, etc.

I don't know much about networking, but I know we have a router. The IPs I tried to assign were all of the same format as the ones that showed up automatically assigned, just changing the number following the last "."
I'll try deleting the network preferences and whatnot next time I boot the machine.
Thanks for the help so far... this is driving me crazy

Oh, I forgot to mention. On the G4, I've tried booting from different OS installs on different partitions - no luck. When I plug in the G3, it works fine. I just tried plugging in the G4 again, and it worked! And then, suddenly, it just stopped again...
