I recently installed 10.3 and whenever I throw something away it deletes the file immediatly. UI'm sure there is a preferance somewhere that I am missing but I'd like to change this so that the trash only empties when I would like it to.

The permissions may be messed up on your Trash folder. Go to your Home folder, set it to Column View, type Command-Shift-G, then type '.Trash' (without the quotes, notice the period at the beginning). You should see a folder named .Trash that was previously invisible. Get Info on it, go to Permissions, and make sure you've got read-write access.

Alternatively, you could run Disk Utility and use the Repair Permissions feature.
