scp not working

I am running 10.2.8. I can ssh into my machine. While on it, I can scp from another machine to this one, but not the other way. I also can not scp from this machine to this machine.
When I attempt, it asks me for my password, then simply echoes out '/bin/tcsh' but does not transfer anything.
Any suggestions

Need additional details. What is the other machine and what is it running? What is the syntax you are using?

I can scp between all of the other machines i have access to:
300 MHz iBook, 10.2.8
533 MHz G4, 10.2.8 ( the problem one)
dual-2 G5, 10.3
the syntax is not the problem because it works for everything except files copied from the g4, but:
on ibook, for instance,
scp *.c g4:~/
this works on all but the g4

alright, i stumbled across the problem which i found quite surprising. I mentioned in the first post it displayed '/bin/tcsh'. Well as it turns out, when doing some debugging before, I'd simply added an 'echo $SHELL' statement in my .cshrc file. When I deleted it, scp worked fine. I guess scp does not like anything echoed when it logs in....
