How to integrate Active Directory with existing Panther Server

Most articles out there assume that one has an existing Active Directory (AD) structure, into which a Mac OS X system has to be integrated. In my environment it is the other way around.

My Mac OS X server (Panther) is at the root of the directory structure. I have a new server running Windows 2000 Server with AD which I want to subjugate to the Panther box. How would I do that? The AD setup wizard seems to presume that the upstream server is another AD server. Given that AD seems to be basically a LDAP server, this integration should be able to be made platform agnostic, shouldn't it? If so, my question is how.
