Safari 1.1 (and later versions too) depend heavily on several APIs which do not exist in 10.2; it cannot be updated for Jaguar. This could be seen as a dirty trick by Apple -and that might even be correct- but if you need something more modern go with Firebird.
Apple is now updating 10.2 only when a security issue is found. They have already released one such update, which shows that they're committed to this, but you won't be seeing any new features.
