is there an app under OSX that will burn and/or mount PC ISO disk images?
I tried Toast and Disk Copy, neither seem to be able to do it...

If you don't have Toast, try this:

The OS X Disk Copy utility will not burn a hybrid HFS+/ISO 9660 format, but the OS X Finder will. In fact that is the only data CD format supported by Finder.

1. Go to System Preferences and open CDs and DVDs.
2. In the top most drop-down menu: When you insert a blank CD (choose "Open Finder")
3. Close & quit System Preferences.

Or,

Just put a blank CD into the Mac and it should bring up a window asking you how you want to work with it (don't remember the exact prompt). Anyway, one of the selections is Finder. Once you select that, a CD icon appears on your desktop that you can drag files on to. Then, drag that CD to the trashcan (which now looks like the burn icon), the Finder will ask you if you want to burn it. Say yes, and you are burning in ISO 9660 from the Finder.

(I copied this tip from someone at MFI some time ago and did not record his/her name. If it works, the credit belongs elsewhere.)

See what happens if you rename the file to end in ".img". That said, it should just work as-is; there's nothing magical about .iso files, I've burned many of them myself using both Toast (with versions as far back as 3.x) and Disk Copy/Disk Utility in OS X.
