i have not used OS x since the beta, in the beta i could get to a command shell or command line, in 10.3.2 is there a way i can also do this?

Open Terminal in /Applications/Utilities and you'll get a shell.
If what you are looking for is the console mode, you'll need to go to System Preferences->Accounts, then Login option, and select "Name and Password" instead of "List of users".
You will then be able to login on the console on the login window by specifying ">console" (without quote) for the username.

when i log on as "console" i get the the jumpy screen, what password do i need to use?

You need to type ">console", not "console".

you need to type >console

there is no password. console on OS X has very little functionality so far as i can see, no virtual terminals etc. Best to use the terminal.app inside OS X
