Dvd player help (urgent!)

A person I know has an Ibook, with panther installed. He says he clicked on the Dvd player program icon in the dock, and dragged it to the desktop, thinking it would paste the icon on the desktop. However, the icon then vanished, and he has no idea how to get it back. DVD's no longer automatically play when you insert them, and it appears that the program was completely deleted! How do you get the program back? Was it REALLY deleted? (help!)

The program was not deleted. It was just removed from the Dock.
Programs never "live" in the Dock, the live on the hard disk. Most of them (as is the DVD Player) are in the Applications folder. To go to the Applications folder switch to the Finder and select Go To->Applications. You can launch the DVD Player by double clicking it in the Finder there. And you can also drag it from the Applications folder into the Dock to create a shortcut to it in the Dock again (it will still be in the Applications folder actually).
You can also select the DVD Player in the Applications folder and select File->Make Alias in the Finder menu. You can than drag the DVD Player alias (shortcut) to the Desktop. I think that's what you wanted to do in the first place.
What you just should not do is move the "actual" DVD Player from the Applications folder.
That is confusing to new users and one of the weak points of the Dock.

The program isn't in the applications folder either... which is the main problem. It seems that when it was dragged out of the dock it removed it from the applications folder AND the dock. WEIRD.

Now, that's beyond my imagination. It is not possible to delete an application, file, or folder by simply removing its icon from the Dock. If the DVD Player is not found in the Applications folder, your friend certainly did something more he forgets now.
Anyway, you can try locate the application in the hard drive, if it is still there. Once on Finder, you can search the drive contents for strings containing DVD, and see what the search will reveal.
If your friend actually deleted accidentally the DVD Player, you can reinstall it from the system CD or DVD using Pacifist.

That is not possible. Your friend should search for the DVD Player using the Finder: File->Find->Name containing "DVD Player".
If he can not find it, he can restore it from the OS X install CD using Pacifist.
