Can't Verify Disk or Repair Permissions

I have a Dual 1.25 MDD running 10.3.2. I also have Cocktail installed and scheduled to optimize and clean up my system nightly. Recently I was surprised to find that Cocktail hadn't optimized my system in more than a month. When I ran Cocktail manually I found that everything worked smoothly except that I couldn't repair permissions.
I opened up and ran Disk Utility and these are the results I got:

I have 2 hard disks. One 40 gig disk that is partitioned into three parts (Main [System], Music and Swap) and an 80 gig disk that I use as a Scratch disk. Does anyone have any suggestions as to what I should do next? My computer is still working okay, but should something go wrong in the future, I fear this may become more of an issue.

If you have deleted the receipts (or if they got borked), you cannot repair permissions because the system doesn't know what the permissions are supposed to be.

Thanks for the advice, but I think I just fixed the problem.
I found my system CD, used it to restart, and ran Disk Utility off of it.
Turns out I have Volume Header problems on the disks that couldn't be verified, which I was then able to fix.
Not sure what was quite wrong with my system disk, but now it works fine.
