Downloading Apps with 10.3.2

Since I switched to Panther, when I try to download apps I get ScriptEditor popping up.
No icon in Finder as there was with Jaguar.
This may sound naive, but please help: how do I download apps on 10.3.2? What do I do with ScriptEditor?

You need to provide more details.
First, it is not possible to download "applications" on Mac OS. Are you downloading disk images or ZIP or StuffIt archives? It would be best if you could tell a example URL.
Which browser are you using?
What do you mean by no icon in Finder? Aren't you seeing items downloaded to the Desktop? Does the "Show in Finder" button work in Safari's download window?

I understand the downloads that go into desktop.
What I don't understand is when I'm downloading an application for my treo 600 or an app for my Mac and I get ScriptEditor popping up.
What do I do then?

Could you be a little more descriptive?
For instance, you click on a download link for a dmg in Safari. What happens? Is the file added to the download window? Does the download window display progress? Does Script Editor immediately pop up and no progress is made in the download? Does the download complete and Script Editor opens up a while later?
Your problem sounds pretty strange, and it's hard to help with a strange problem that we don't understand. With what you've said so far, all I can think would be to delete com.apple.launchservices.plist in your Library/Preferences folder. But that's kind of a shot in the dark response to "an unwanted application is opening up."

Let's keep it simple. What exactly do you mean by "download an app"? And what steps are you taking to attempt this?

Since I'm obviously not explaining it well, let me give you an example.
I'm trying to download this app for my Treo600:
http://www.inkmarksoftware.com/download/mobilewrite.zip
When I click download, I get ScriptEditor. The head is "Untitled" and the screen is blank.
Nothing goes into Desktop, no icon, nothing.
Is that better explained?

Better but you still failed to tell which browser you are using, and whether you see the zip archive on the desktop or not (or whatever you mean by "no icon").
Assuming you do see the zip archive on the Finder, select it, then choose the command File->Get Info from the Finder's menu bar. In the Get Info dialog expand the Open With panel with the disclosure triangle, and check whether this file is set to open with Script Editor. If so, change that to BOMArchiveHelper (Panther) or StuffIt.

I'm using Safari 1.2, but the same happens with InternetExplorer.
When I'm ready to download a program, the .zo[ ocpn is there for me to click...but when I do it gives me Script Editor.

In ~/Library/Preferences/ you will find a file called com.apple.internetconfig.plist. Close your web browsers than trash this file and try again.

So if double-clicking on the .zip icon opens Script Editor, all you need to do to fix that is select the icon (single click) and choose Get Info from the File menu. Then find the Open With tab, choose Stuffit Expander, and click the Change All button.
