Remotely Admin 'Accounts' System Pref?

I am wondering is there a way to add/remove users from my Mac (running 10.3) remotely? i.e. access the Accounts system preference?

I have used VNC in the past and might do that, but wondering if there is another solution.

Apple Remote Desktop would work. You can remotely control another computer.

Thanks for the idea. I looked into ARD, seems similar to VNC.

Wondering if I can accomplish my task without having to buy an additional software?
