I have two computers... one with a bunch of imovies (g4 tower), the other my son uses (emac). The movies are not on the root partition. My son has a managed account on both computers. If he connects to the tower, he only has access to his home directory. The only way I can set it up so he can mount the partition on the tower, is to make him an admin on the tower.

Is there a way a managed account can access remote partions, not just their remote home directory?

Yes, you can, using any of the filesharing protocols. You have two options on Mac OS X: Apple Filing Protocol (AFP) or Windows file sharing (SMB). Using either file sharing method, the other Mac can browse for shares and access the files over the network. I'd recommend getting the system preferences pane called SharePoints which will allow you (the administrator) to specify which folder to be shared on the network, and who has rights to view/modify them. Its free and makes life a little bit easier.

Perhaps I am too novice of a 10.3 user. The tower is currently running 10.2.8 and the emac 10.3.2. If a managed user connects through the connect server dialog, only the /Users directory is shown as options.

I'll have to look into the SharePoints app. I'm guessing it's just a nice GUI for NFS..???
