fink install errors (lots of them): newbie question

I finally managed to install fink. However, when I try to install some of the fink apps (abiword, gnuchess, and no-ip), I get errors. It doesn't matter if I use the terminal or Fink commander. Here is an example of the error I got when trying to install "noip":

Do you have the various Developer Tools packages installed? Have you run fink selfupdate?

Wow, that looks really screwy... I've never seen error messages like that before. Have you tried reinstalling fink? I'd delete the whole /sw directory and start over, maybe some fink stuff didn't install correctly.

Yes, I installed it twice. Maybe I'll try installing the developer's tools again.

Can you compile other stuff from source? Reinstalling your dev tools might do the trick.

I've seen messages of this general type before. It's the results of the suite of tests that usually accompany a Perl module. What I don't understand is that it looks like it's Fink that's being tested. The most obvious indicator is the following line:
Failed: compiling fink-0.18.2-1 failed
You don't post enough information for me to know more but I'll make a wild guess and say that Fink tried to repair itself, unsuccessfully and never got around to noip. You said that you ran selfupdate but that couldn't have been successful either because the current version of the package manager is 0.19.1.
You don't post enough information to come anywhere near guessing what's wrong but it looks pretty serious. I hate giving advice without sufficient information but Fink is easy to install and easy to remove so I think I'd start over. Read the docs first, carefully. Then remove the entire /sw directory and start with a new download of the latest installer. Then run selfupdate first thing after installing, using selfupdate-rsync. Sourceforge had some serious trouble with CVS a little while ago and I don't know the current status but I would play it safe.

I have fink installed on a separate partition with a symbolic link of /sw on my boot drive. Someone in another thread suggested it might be a permissions issue. As soon as I heard that, I did a "Get Info" on my external drive. Sure enough, the "Ignore ownership on the volume" box was checked. The thing is, I never checked it. I always have it unchecked because I use CarbonCopyCloner to back up my boot volume. So, some other program or installer checked that box for me.
I repaired permissions on my boot drive and then typed "fink selfupdate" in the Terminal. This time it worked. Now I'm updating all the packages. After that, I'll try compiling an app. I'll let you know if it works.

As far as I know permissions are ignored by default on external drives (recall someone finding the fix for some random copies of Outlook 2001 in Panther ran perfectly fine when sitting on an external drive or, as it turns out, a read-write disk image).

Okay, my fink installation is still pooched. But now my Perl installation is messed up (apparently).
I was trying to install webmin to manage ProFTP, PHPbb, and ssh. I used this tutorial: http://www.webmin.com/osx.html
When I typed 'perl Makefile.PL -t', I got an error about perl and a warning about an outdated version of OpenSSL. I had just installed webmin on a friend's computer without receiving any of these errors (but he doesn't have fink installed).
So I tried to install a newer version of OpenSSL and I got an error telling me that Perl 5 could now be found. WTF? I checked and I certainly do have Perl 5.8.1 installed (by the Developer's Tools, I assume).
I'm starting to think that the fink install messed something up. Is there a way to restore perl functionality without reinstalling my entire system?
