MathML appears still to be a bit exotic so your first question is not easy to answer, maybe there exist already some scripts or applications or not (http://www.google.com/search?q="TeX+to+MathML" might help to find out).
Without the source you can't tell how hard it would be to port that. Chances are that it compiles out of the box but there's no guarantee. However the Author wants $89.95 or more for the source code and I think it's not worth it since this conversion is rather a task for a perl or python script than for a $90 software.
