How do I disable roaming profile in OS X Server?

I have a 10.3.2 Server running as a PDC for mac and windows clients. I was wondering if anyone knew how to disable roaming profiles in 10.3.2 Server?

It's in the workgroup manager and then preferences.

If you are referring to the fact that the user sticks on a machine even after you have disabled this, you have to actually delete the user. I don't remember whether this can be done in the System Preferences or if you have to go to the NetInfo manager.
