i know command tab switches within apps. but if i have several safari windows open, how do i switch within them?

For Safari and most applications it's cmd-~ (tilde). That's not 100% true for everything, but it's a pretty well-accepted standard at this point.

one more question along this line...
what is the keyboard shortcut for closing just one sarafi window, such as alt-f4 in windows. (yes im a new switcher). if i press command q, it closes the whole program. i just want to close one window.

This will work in all apps. (you can find the keyboard shortcuts in the menus.)

A command-key equivalent is usually shown right next to each menu item.

sorry one more thing and i can't find it anywhere.
when i press ENTER (Return) to open a folder in finder, it doesn't open. instead it lets me edit the folder name. i want to make it so when I press enter the folder opens. how do i do this?

Command-O opens folders.
You might also want to switch to Column view and use the keyboard arrows to navigate.

Nope. There's no "correct" way to do it. You're just used to the Windows way.
Command-down-arrow will also do it (and command-up-arrow will move you back up)

If you mean switch between *tabs* you can use the keyboard shortcut of Cmd-Shift-Left/RIght arrow.

Actually, in Panther you can see and change many key combos (including cmd-~ to switch between windows of a single app) in a system preference. Just go to
System Preference -> Keyboard & Mouse -> Keyboard Shortcuts
