Help! my HD seems to be locked

Hello
My HD is somehow locked ( write protected) with the little pencil and line throughit and I can't make files etc there. I can on the desk top.

OS 10.3.3 on a G3 B&W

how do I unlock it?

If you are not logged into an administrator account, then the root (first) level of your hard drive will be read-only. Your system is configured properly. If you wish to make changes to it, log into an admin account.

Well... one time on OS 9, My hard drive locked and I had to go find a OS 4 utility.
