..two windows open and activity monitor tells me it's using 150 megs !

Try scrolling so that any animation (even animated smileys) are not visible.

I'm betting that if you just open a page with text html (or just drag any .jpg file into safari ) that you'll not see that RAM usage (if other safari windows are closed).
