I have an iBook G4 running 10.3.4, and I am in a network with a PC running Windows XP. I know I can share a printer connected to the PC. Is it possible to control other devices conncted to that machine, such as DVD players or external hard drives?

You can use Microsofts Remote desktop Client for OS X to control the XP machine. It works great and its free. The upside is you can run windows apps on the XP box all from your mac.
15" Macbook Pro 1.83 2 GB RAM
Blackbook 13.3 Powerhouse 2 GB RAM
MacMini Dual Core 2 GB RAM (Sadly running Windows Most of the time)
Numerouse Workstations running windows and Linux. Sorry don't have the specs, I don't pay much attention to them anymore. :)

I don't know how well a DVD player would work over the connection, but as BkueKanoodle said, the MS Remote Desktop software is the way to go.

I wasn't aware of that program. It looks like a great tool.
Unfortunately, the PC has XP Home and MS Remote connection only supports (and works) with XP Professional.
