933 Mhz Quicksilver with 10.3.4 won't sleep

Can anyone offer advice to help return sleep to my mac? It will not sleep via apple menu or energy saver prefs.

I don't have an airport card but I do have one pci card, an Orange Micro usb 2 but even upon it's removal there's no sleep. It also happens to the other accounts on 10.3.4. However, I have a separate partition with 10.2 and that one sleeps fine. I've done the following troubleshooting:

repairing permissions
disconnected every peripheral except Apple keyboard & mouse
safe boot
archive and install
DiskWarrior
PMU reset
deleting systempreferences and powermanagement .plist files
unchecking 'receive faxes on this computer'
unchecking all wake options in energy saver
unchecking 'set date & time automatically'
swapped 10.2 ApplePMU.kext into 10.3.4, wouldn't startup

I have a suspicion that the problems lies with the ApplePMU.kext extension but I can't prove it. This is what I get from the Console system.log when I attempt to sleep:

Archive and install preserving users or not?

Don't forget that the root user gets preserved too. Corrupt preferences in /private/var/root can cause problems. If you didn't know about the root user, you might never find these.

ACSA 10.4/10.3, ACTC 10.3, ACHDS 10.3
