Sort by label in Finder list view produces wrong order

I recently wiped my hard drive and reinstalled Panther. Since then, the Finder is incapable of ordering my folders correctly according to the label order hierarchy as listed in the Finder prefs.

The Finder is supposed to sort labeled folders in descending order:

Red
Orange
Yellow
Green
Blue
Purple
Gray

My system insists on sorting in this order:

Yellow
Red
Purple
Orange
Green
Gray
Blue

To this I say, WTF? I've deleted the .DS Store files and the Finder prefs, but neither has worked. Is there anything else I can do? Would cleaning the cache files work or is there some other invisible file that is responsible for Finder view sorting?

it appears to be sorting them alphabetically (based on the name of the label color) but that does seem like an odd way to do it

I've just done a reinstall and haven't tried it since, but just before that, I found that sorting by label produced an order that was completely unappropriate and unexplainable. It was almost the same as sorting by name, regardless of label, but not quite. I assumed it was something messed with preferences....

Just tried it now. I have a folder containing two folders labelled 'Purple' (which should really be pink from the contextual menu!), one Excel file labelled 'Orange', one Word document labelled 'Orange' and one Word document labelled 'Gray'.

Sorting by label has made the order: first purple folder, orange excel, second purple folder, orange word, gray word.

So it's still rather odd! I would have expected to have had the orange labels first, then the purple and then the gray!
