System Preferences screwed up!!! (or am i insane?)

Take a look at this:
Isn't there supposed to be a popup list to select whether I want my desktop background centered/stretched/tiled?? I swear it was there the other day. Today I look to change my background.. and it's just inexplicably GONE! Where in the world is it, and how do I get it back?! Its really baffling and annoying... Please help!
(and if i'm insane and the setting is somewhere else, just tell me... but I'm pretty sure it was there!)

You need to pick a picture that isn't sized to fit the screen. Picking a solid color or one of Apple's pictures won't present the popup. If you pick one of your own pictures, then you'll see it.

On all the "Apple" backgrounds the list doesn't appear, but if you go to your pictures folder for example, then it will show up (although you have to click on one of the pictures first).

Thanks! Wow i feel quite dumb now...
However, I think there is a flaw in the implementation. The reason I noticed is because I just wanted to select a plain color from apple's "Solid Colors" choice.. and it had previously been set to "center" on one of my own photos. When I changed to the gray colo, I just see a gray square in the middle of my screen... Shouldn't this automatically fill the screen? I seem to remember OS X did this before.. Is this a new bug?
