Will the new video compression available in Tiger make it possible to stream nice-looking video reliably over Airport Express? (A future version of AE, perhaps, since it has no video out port.)

Seems like it could be useful for iPhoto slideshows, etc. ... AE was the first thing that popped in my head when I saw SJ was raving about the new compression capabilities, but I'm not sure this is a direction he wants to take his digital hub.

I'm a bit confused about what you are asking.. But you can stream video over wireless already, no sweat. Doesnt have to be extreme, express, or even using this new video codec. Regular 11mbps airport has bandwidth to spare for this.
As for streaming video to a video enabled 'express' like box. well maybe sometime in the future, but obviously not just yet.

I would certainly love to have an Airport Express that I can plug in to the wall behind my TV, and run a composite video cable from the Airport Express to my TV, to watch movies and slideshows playing on the computer. However I don't think the problem is bandwidth, it's the fact that the Airport Express probably couldn't decode live video without more expensive bits inside!

I see no reason why EyeHome wouldn't work with Airport Express (or any other wireless bridge) to do exactly what you want.
