Any way to set a logon message?

I need to inform all my users of something... so, I figured a custom logon message would work great.

In Server Admin (Panther) under AFP and then under Settings there is the option to set a Logon Message. Great!! I typed it in, saved it, then went to a client mac to try it out. No message!

Is there anyway on OS X Server 10.3.x to set a Logon message that is displayed in a popup when they log in to their network account???

That login message could be trying to just change the /etc/motd (message of the day) for shell logins via telnet/ssh. Not sure if there is a way to have a popup message without some hacking. I could be wrong however since I'm not much of a GUI guy.
