ive run the installer and followed the manual instructions, trying copying in both ~/Library/InputManagers/SIMBL/Plugins and /Library/../Plugins and the preferences pane does not show up in ichat preferences

I've had no trouble using it.
What errors is it giving you?
I've installed it both manually and with the installer, for all users on the machine.
Too many Apple/Mac products to even bother listing!

I've used it myself on several machines without problems.

Hmm...are you sure iChat was closed when you ran the installer? Try creating a dummy user w/ admin privileges, and installing from there.
