Using built in VPN software?

At Uni I use Airport to connect to our wireless network. However, to use it I had to install a Cisco VPN client. This seems to be a little buggy. I was wondering if there was any way to use the built in VPN software in 10.3.5? I have to use IPSec/UPD.

what do you mean "buggy"?
I have been using Cisco VPN clients on OS X for years every day. I telecommute, and am VPNed in for 8 hours at least and haven't had any problems.

especially ones with political tripe in them.

No. Cisco, like every other manufacturer of hardware VPN concentrators, use proprietary extensions to enable additional functionality (in this case, the concept of a group name and password).
It's certainly possible for your network administrator to configure the VPN concentrator to use standards only. But since that provides less security and less control, I doubt they'll do it. Hopefully one day, the standards will catch up.
That functionality does not exist in the built-in client.

I find that it has trouble connecting me even when I have full reception and an IP number. It usually takes reinstalling the client to get it to work.
Ah well.

What version of OS X?

Same one I have. Try turning on logging, and look in the console to see if there are any related error messages.
Like I said, I use that thing for very long periods of time, over airport with a graphite base station with WEP enabled behind a Linksys BEFSR41 router AND a Netgear gigabit switch.
