I'd like to access the contents of a particular folder as a pull-down menu from OS X's finder.

Like...

Not exactly what you're looking for, but close: FruitMenu

If you have Classic installed (does not have to be running), then you can add the Classic Status icon to the OS X Menu Bar (System Preferences/Classic). Using the Finder, drag aliases of your favorite applications and folders to the "/System Folder/Apple Menu Items" folder.

You can then open those items from the Classic Menu drop down list under "Apple Menu Items".

I know it's not exactly what you wanted, but why don't you just drag a folder to the dock and use the popup-menu? It's pretty much the same, except that it's at the bottom of the screen instead of the top. And it gets crowdy if you need a lot of folders...
