I've looked around itune's options and help but didn't really see anything regarding been able to chop up a song or anything like that. Does itune hv that feature?

No, but QuickTime Pro does.

No, the closest it gets is allowing you to set itunes to skip a certain amount of time at the start and end of a song (do Get Info on a song then go to Options.)

You can chop up a song and move parts around in Quicktime (Pro only I think) and GarageBand.
I'm sure there are some shareware apps out there too, do a search on www.versiontracker.com
