How to limit a user?

I was setting up my Mac (Panther 10.3.5) to be used by several users.
A friend came by, and I demonstrated that he had his own username by now.
Telling him he could not damage my files & folders, we found out that although he is a limited (so called "managed" user) he can simply delete all applications from the applications folder. I first thought that would mean only moving them to the trash, not able to delete it, but he could do that. When I logged in as admin user, the app indeed was gone.

A managed user is not allowed to see my files and its content, but he is capable of moving applications to the trash and delete the trash
Is this a permission thing? Why is this so badly protected?
I don't want to assign as "Simple Finder" user, since that is not working that good, though that might be the only way to keep things intact?

Any help / advice is appreciated!

Have you done a "repair permissions?" My applications are writable by root and the admin group. Also, in the friends account, open Terminal and type groups to check which groups his user is a member of.

Indeed, a permissions repair did the trick.

Now the question is, why do these permissions change?

Software installation can do that, since you escalate the installer's permissions
