is it possible to have a single driver that works on all version of mac os X(i.e 10.1,10.2,10.3). if yes plz tell how( i mean the code changes that need to be done or any other details u know)?

The simple (and useless) answer: yes.

For a more useable answer you will have to know what sort of driver you are talking about, and start reviewing Apple's online developer documentation of KEXTs on their developer site.

And this all depends on what you are driving, and what features you want.

Theoretically, yes. However, there are some differences between the IOKit in different versions of OSX, and if you're not careful you can introduce a version-dependency via one of those.
