Can't unlock files on a Fat32 disk

I've got an external 6GB firewire drive, formatted with the FAT32 file system. When I lock files on the drive using my PC (Windows 2000) I can't unlock them on my Mac. If I click "Get Info" on the locked file, uncheck the "locked" box and close the "Get Info" window, the next time I "Get Info" again, the file is still locked! I'm running Panther with the latest updates. Anyone else experiencing this problem?

I'd assume it's a probem with user permissions.

I never used an external FW drive for PCs and Macs though, so it's just a guess...
