New to mac, do I uninstall or delete?

When I want to remove a programe, do I just delete it's folder, or is their a way to uninstall it?

Drag and drop the folder containing the application into the trash and choose Finder>Empty Trash.. from the menu.

There is another place you have to look: "StartupItems". This folder is in the main Library folder on your hard drive (not the Library folder inside the "System" folder).
/Library/StartupItems
Some apps (e.g., NetBarrier, Intech Speedtools, Macaroni, Personal Backup, Retrospect, PureFTPD, LittleSnitch, DataBackup) install items into the "StartupItems" folder. The unneeded ones can be dragged to the trash. Just *don't* delete anything from the StartupItems folder in /System/Library/StartupItems.
It's also a good idea to check your login items list (System Preferences > Accounts > Startup Items) to remove any items in there that you no longer have installed.

Whats more, some programs will need to be uninstalled. Palm Desktop, for example.

As a general rule, you can just delete programs. If the program came with an uninstaller, however, you should probably use that.

What may not be clear from the various reponses here is that with some programs you can just drag the application's folder to the trash and you're done. Some programs (like the aforementioned Palm Desktop) install additional goodies as well, and then you'll probably need an uninstaller. However, uninstallers in the Mac world are fairly uncommon.
What application are you trying to get rid of?
