My CPU on my 1ghz G4 powerbook is running at 100 percent constantly. When I look at the processes running, the Configd process is the culprit. If I am using anohter application it will release the CPU time to that app but as soon as I quit it grabs it back. I have repaired permissings and run Disk Utility. I also pulled my extra memory chip. None of that helped. Needless to say the fan runs all the time and the computer stays hot.
Any suggestions? I dont really want to have reinstall X so am trying to avoid that.
Thanks!

Found this interesting article about configd. I cannot offer you any real assistance since I don't know the solution to the problem you're dealing with, but I can give you a rather unhelpful general statement: either your network is screwing up, or configd's screwed over. Does this happen in all users? If so, sounds like a reinstall is in order.

Check Console for clues.
Launch Console (in Applications > Utilities) and check both the console.log and system.log logs for messages that may be written therein after you encounter this problem.
To open the console.log and system.log files, in Console select File > Open, then select:
- "Open Console Log" to open the console.log file
- "Open System Log" to open the system.log file.
Note: the console.log file may open by default when you launch Console.
If messages related to the problem appear near the end of these logs at the time the problem occurred, copy and paste them into a reply here for analysis.
In your case, I'd look for repeating blocks of messages related to configd.

Big Mac and Dr Smoke, thanks for your replies.
Big Mac: Yes it does happen across all users.
Dr. Smoke: Thank you for your good directions concerning the console. I checked both logs and found no repeating error nor any reference to Configd.
Any other ideas? Thanks for your help.

Well I erased the drive and installed 10.3 fresh and that took care of it. Of course erasing a drive and a fresh OS install will fix almost anything lol.

Rumor Addict, you do know that an Archive and Reinstall would almost definitely have taken care of the problem, right? There was no need to wipe your drive. Now if you just wanted to do it, that's fine too.
