When I tried to enable Windows Sharing on 10.3.6 and connect to my PowerBook from a Win98 system on my network (\\ip.address\username), I could not connect at all.

(Win98 prompted me for a password for 'IPC$', and my password didn't work.)

Also, I didn't see an smbd process after I did 'ps -ax'.

What could be the problem?

The default SMB server (windows file sharing) on the OS X (from 10.2 on I think) will not allow any clients but those that use a username/password pair (Win2000/XP).

Your solutions are:

Connect the machines the other way around (Win98 as the server) and the Powerbook as the client.

or

Manually edit the smb.config file to allow weaker authentications schemes. You can look elsewhere on how to do this cause I don't remember.

Other methods are also available.
