Sharing Prefs won't remain Padlocked

I have noticed that my File Sharing prefs (OS X.3.6) become un-padlocked, and can't connect to anything I'm doing...

I am aware of times when I have to give my password to adjust prefs, but this un-padlocking happens without my doing that.

Something I can do to lock File Sharing and have it stay locked?

You might want to check that under "Security" preference, you have checked the box:

"Require password to unlock each secure system preference"
