why "mail is in"?

Occasionally my computer loudly announces, "Mail is in." I am running Panther and using "Mail 1.3.9" as my e-mail program. Preferences say "new mail sound: none."
So what's with this "Mail is in"? (It doesn't do it often, but it has done it 2 or 3 times today.) What am I missing?

Can you reproduce it (sending test mails to yourself)? That is weird.

No rules. Sometimes does it when I send mail to myself. This only happens occasionally. The large majority of mail receipts go unannounced. (But it is pretty strange when I hear it talking in the middle of the night.)
