I'm looking for a way to get 10.2 to boot and shut down at an appointed time. I would also like to be able to have it open applications on boot.

10.3 can do this, but I don't know if there's anything to get 10.2 to do it. You could always search MacUpdate or VersionTracker for something, or perhaps these forums as well.

To have something launch on boot, go to the Startup Items tab in your user account preference pane in the System Preferences. You can add any application you want.

So panther can do this natively, right?

Yes. I've never used it but there are options for scheduled startup and shutdown times in the Energy Saver pref pane ("Startup the computer [Every Day] at [0:00AM]" and "[Shut Down] [Every Day] at [0:00AM]", where my bracketed items are the changeable options).
