I am unable to make an editable document using TextEdit or Word. I have a jpg that I try to import into the program, but it opens a mish-mash of symbols. I have tried changing formats etc., but nothing seems to work. I am trying to make a plain document that I can alter for changing conditions. File->New in TextEdit or Word and you get an editable document. Then drag the JPEG into it.

Did you try dragging the JPEG into a new document? It looks like you opened the JPEG with File->Open.

Yes, I tried File/New and dragging onto New. Right now a new TextEdit document has the beachball spinning and the jpg jumped back to the desktop. I have done this before, so it is kind of a surprise.
