I am a new Powerbook user, so forgive me if my question is out there. I have a program I downloaded, but it is only for OS 9.1. When I try to open the file I get this - you do not have an OS 9 system folder on this computer, you may need to download 9.1 to open this file.

is there any other way to open this file while running OS X? I dont have the system disk for any other OS's... Any help would be great.

Nope, there isn't.

Have you tried looking for an OS X counterpart? What is the software?

It is called pure voice... it is a program that allows you to record a voice file and attach it to an email. It is for a college course, I might just do normal recordings and attach them.

You'll need a copy of OS 9.1 or 9.2 to launch it via the Classic environment.

OS 9 should have come with your computer. It's a separate install. Look through the CDs that came with your PowerBook for it.
