G5 spontaneously wakes from sleep, won't always go t

Hello all,
I have a long running problem I'm trying to resolve for a client. His computer wakes up spontaneously every 15 minutes or so for no reason we can find. It also won't always go to sleep... it will start to but then the fan spins and it wakes up. Here are the details:
System:
-Power Mac G5 Dual 2gigs
-3 gigs of RAM
-Apple 23 inch flat panel cinema display
-Firewire devices: external HD, Zip Drive
-USB devices: Adesso KB, Track ball, Epson scanner, Epson printer, hub, mic
-Mac OS X 10.3.7
Troubleshooting:
-The problem still occurs with no apps running and every FW, USB device unplugged.
-The problem still occurs if we create a fresh user and log in as that person with nothing running.
-We have trashed the 'com.apple.PowerManagement.plist' file to no avail.
-We did an 'archive and install' to no avail.
-BUT, when we installed a fresh system on the other HD and booted from it, the problem did not occur.
This tells me:
1. The problem is in the main Library or System File. It is not in the User file.
2. It is a file that is carried over with an 'archive and install'.
Anyone have ideas what it can be? Looking at my own machine, I can see a 'Power Management Bundle' file in 'System/Library/System Configuration'. Perhaps I could try replacing that? Obviously I am trying to save my client and myself the cost and hassle of reinstalling all of the software and reconfiguring.

Can't offer any fixes, as my G5 config (same as yours, diff periphs) has never gone to sleep properly, even when I first got it (the same month they first came out). I finally resigned myself to shutting it off at night, and auto-starting it in the morning. Seems to fix a bunch of weirdness anyway, this restarting process.
I'll be interested to hear if this post reveals a fix.

My DP 2.0 has no sleep issues. You may want to reset the PMU.

Still haven't resolved this but thanks for the suggestions:
-I've already attempted a CUDA reset.
-There are no PCI cards installed.
I'm reluctant to reinstall without knowing the cause.
