Does anybody know if OS X has the built in ability to provide transaction logging? If so how do you turn it on?

If you're talking about database transaction logging, then that's a function of the database software being used, not the OS. Most SQL databases provide some form of this.

He could be talking about a filesystem that does transaction-based operations like ReiserFS 4, in which case the answer is no.
