Is anyone familiar with the typical length of these programs? I'd like to get a Mini, but I'd like to hold off until I can also get Tiger with it. If I were to buy one now, what might my chances be for also being able to get Tiger for it when it's released? Or, do I just wait and buy one once Tiger ships?

Zero.

Apple will announce when purchases qualify for the Up-To-Date program.

You usually only be able to get Tiger if you buy the mini after Apple has announced the release date.
