Wow. That's pretty bigtime, man! Is the bug consistent through restarts or logins/outs? I'd probably try the following:
Code:
killall -HUP Finder killall -HUP Dock
These will "hangup" the Finder and the Dock, don't worry, they'll come right back.

Your server isn't giving the correct mime type for mp4.

Wow! That's not a bug. It's a feature. The totally transparent Dock.

control-click & save it to your mac; opens fine.

No, it was a one-timer. (Mac OS X 10.3.8)

I'd probably try the following:
Code:
killall -HUP Finder killall -HUP Dock
These will "hangup" the Finder and the Dock, don't worry, they'll come right back. :)
I found an easier solution: right-click and choose close. :>

I haven't made any attempts to reproduce this behaviour, but to anyone who's interested it occured while showing or hiding a PDF set to display full-screen in Acrobat.

In the end of the movie I'm actually scrolling around in that "almost docked" window, as if it were a normal window. It seems the genie effect is entirely about transforming the view matrix of the window.

Hence the "Save to disk and open". I avoid changin confs / restarting apache on our production server. :>

Gee, thanks for the Mac OS refresher course.

But it doesn't change the fact that the server isn't setting the mime type properly.
I guess some people are content with half-assed.

This is essentially identical to a little trick someone discovered a while ago, where killing a certain OS process while minimizing a window would leave the window in a functional limbo, where it was distorted, but still responsive, just like in the video. I don't remember what process it was that you killed, but it sounds as if it's crashing on its own.

That process would be none other than the Dock, tooki.

Or simply right-click -> View Source -> locate and highlight the string "http://www.re-pdf.com/~cla/genie_bug.mp4" -> copy it -> open QuickTime Player -> press cmd-u -> paste -> hit return, same thing.
