It depends on the application and your definition of "all" and "remnants".

Usually ist's trash the application and optionally trash its preferences in ~/Library/Preferences and trash its stuff in (~)Library/Application Support/. It might have made its own folder in (~)/Library too.

Sometimes applications leave stuff elsewhere too.

use the search bar in the finder window to search everywhere for the tile. sometimes apps leave behind hidden files. you can get access to thos hidden files by showing hidden files using something like tinkertool.

Assuming you're from Windows. You don't need to "uninstall" an application on the Mac, you can simply drag it to the trash and delete it. Most all programs have preference files, 4k text/XML files that hold settings, you can toss those if you want to remove "traces" but the file won't do anything other than be there in the preference folder. There are however a few applications that install drivers/enabling software, software like USB Overdrive, or Pith Helmet....this is usually frowned upon in general (like in the case of memory patching in Pith Helmet), but is often necessary (a driver is what USB Overdrive requires to do it's stuff). You can find such things in library/application_support, system/library/extensions. Research before you remove anything.
