Is it possible to format the iDisk and start over?

you can format your idisk. it's a server on apples side. you can delete files manually

You cannot format the iDisk, because it's not actually a disk at all. It is a folder on an Apple server somewhere which is made to resemble a disk. This folder is actually served in a platform-neutral manner, so if Windows compatibility is your concern then there is no need to worry; the same iDisk will work on both platforms, assuming you know the proper URL and point your Windows machine to it.
However, it should be possible to delete everything in an iDisk. That should be sufficient for most needs. Why do you want to format it?

I tried putting a video file on there a while ago. It was going hella slow, so i decided to just delete it. However, it still showed that I was out of space. I just wanted to get rid of everything and start over.

Make sure that you've emptied the trash... If not and you're using local iDisk synching you won't get rid of it until then.
