Hi I deleted Iphoto 4.0 to save space. Now I want it back. (I have OS 10.3.8. I couldn't find version to download on apple.com. Is it only available as part of Ilife, not individually? Or can I install individually from OS 10.1 full version CD?

You'll need to reinstall from the same media you installed it from initially.

If iLife 04 came with your Mac, you will either have an iLife 04 DVD with your machine, or it'll be included on the restore discs that came with your mac.

Some article from Apple support:
Apple Software Restore: Where are iPhoto, iMovie, iTunes, iDVD Installers?
Macintosh Restore DVD: How to install iMovie, iPhoto, or iTunes using Mac OS X Software Install

If you installed iLife 04 after you got your Mac, you need the iLife 04 CD/DVD.
