Some reason just suddenly when i hover over something like a link or going though my bookmarks it dont do the hover over and change the colors. its weird

Im running panther with most upgraded version
using a Microsoft Mouse (other mouses seem to freak out when we use them )

if u need any more information, i can get it if it will fix this error thats makeing me mad!

Try logging out or rebooting and see if it still happens.
